1. Create Ecos config node of boolean value ('ordersSkipRegistrationConfig').
1.1. If current config set to 'true' value at the moment of creation of internal order, there will be no registration stage, and registration number and date will be set at the moment of creation.
1.2. Any other case, registration process will be the same as usual.
